Before you start writing your resume
There is no point writing a resume if you don't have clear objectives. It is up to you to find out what the employer is looking for. Once you have a general understanding about what the job requires, you can then structure your information so that it relates to the job requirements.

It should be your sole purpose to get your point across in a clear and concise manner. You should keep in mind that a hiring manager is likely to see many resumes on a daily basis. For this reason they are unlikely to have a lot of time to go through them. Highlighting important skills that you have which relate to the job position are a good way of getting notice. You should let your skills briefly, so that the hiring manager can get an idea about the skills you have, with minimum fuss.
