You can buy a toilet with water conservation. In countries such as the United States of America, they actually have federal law which requires a toilet to have a certain flush limit. This is currently 1.6 gallons, for each flush. This can be countered by using a rear flush toilet, which only uses 1 gallon of water per flush. The old toilets use 3 to 7 gallons.
